Of course it is not :) Each nasa network has one gateway/proxy server. This means that all employees behind this network are getting out to the net from a same ip address. This host is just a employee checking out your web site and stumbled upon it somehow
No thats not what it is. It was not sending the correct headers for a browser. It was a bot. It failed the BB test
